The European Commission is playing a major role in the European-wide effort to make our roads safer. It wishes to afford all stakeholders (institutions, associations and companies) the opportunity to share ideas and practices across Europe, so that all stakeholders can learn from each other and gain inspiration as to how the road situation in Europe can be improved.


In return the European Road Safety Charter offers European recognition to the associations that have signed up, and also makes the road safety actions they wish to carry out more visible on a European level.


Upon signing the European Road Safety Charter, you will help to build upon knowledge and to exchange good practices on road safety in Europe while adding a European dimension to your actions.

BRAKING NEWS FROM THE YORKSHIRE DALES.

 

Grassington, 26 March, 2010.

Overnight parking is being introduced in car parks owned by the Yorkshire Dales National Park Authority (YDNPA) to help walkers wanting to plan longer hikes.

From April 1, visitors will not have to limit their routes to ones that can be covered in a few hours.

Instead they will be able to buy a parking ticket for either 24 or 48 hours at a cost of £5 or £7.50 respectively so they can go further afield and break their journey overnight at some of the National Park's hotels, guest houses or bed and breakfast businesses.

The new service has been introduced after consultation with car park users, according to Dr Malcolm Petyt, the Authority's Member Champion for Recreation Management.

"We have listened to what people have said they want and we have come up with this facility so they can leave their vehicles for longer periods," he said.

"It will be ideal for visitors who want to extend their stay and go off walking for a weekend, for example.

"We will also be introducing a 10-minute 'free pee' facility in each car park - again at the request of visitors."

For the first time in more than three years, there will be a rise in the cost of all-day tickets - up by 30p to £3.50 for cars and up 60p to £7 for larger vehicles.

Dr Petyt said: "All the revenue from the ticket sales goes towards the maintenance of the car parks and toilets and to National Park projects, and we have kept the increases to an absolute minimum.

"All other ticket costs - including short stay - will be frozen at last year's prices and the popular £10 weekly passes will continue in conjunction with Richmondshire District Council (RDC) providing access to National Park and RDC car parks."

EU 'Duty Free':  There is of course no longer any such thing as a duty free allowance when travelling within the EU but there are new guidelines about what you can "reasonably bring back" with you.  There are continuing arguments about the legality of all this but many travellers believe that UK customs are currently using these guideline quantities as 'limits'.  A recent court case has resulted in the cigarette limit being raised from 800 to 3200 but be aware that special conditions still apply in Spain for quantities over 800.

"You can: Bring back into the UK as much EU duty paid tobacco and alcohol as you like as long as it is for your own use, which includes: • Bringing back goods for your own consumption. • Bringing back gifts for family and friends.

You cannot: Bring back goods for commercial purposes, which includes:  • Bringing back goods for payment, even payment in kind.  • Bringing back goods for friends and family if they are paying you, giving you the cost price or paying for some or all of your travel costs.  • Bringing back goods for re-sale.

If you bring back large quantities of alcohol or tobacco goods and are stopped by Customs you may be asked some basic questions about your trip and purchases and the purposes for which you hold the goods.

This particularly applies if you have with you more than the following amounts

 • 3200 cigarettes

 •  10 litres of spirits

 •  400 cigarillos

 •  90 litres of wine

 •  200 cigars

 •  20 litres of fortified wine

 •  3kg of smoking tobacco

NEW 2010

Proposal to reduce certain motorway speed limits

The Department for Transport is seeking responses to its proposals to change the maximum speed limits for Heavy Goods Vehicles (HGVs) having a maximum laden weight not exceeding 7.5 tonnes. The proposals also include new speed limits for PCVs.

They are proposing to to reduce the speed limit from 70mph to 60mph for HGVs not exceeding 7.5 tonnes, and for PCVs up to 12m long to 65mph. The proposed speed limits for PCVs will also affect passenger vehicles, motor caravans and dual-purpose vehicles with an unladen weight exceeding 3.05 tonnes.

This will mean that every motorhome with a GVW of more than 3500kg (and potentially some with a GVW below 3500kg) will be restricted to 65mph on motorways.

The cliffs on the French Channel coast, less than 30 km from England, lie opposite Dungeness. Here you have an ideal vantage point to watch seabirds, particularly in autumn when the flocks from Northern Europe and Siberia migrate towards the Atlantic over the Channel and the North Sea.

Gannets, sterns, skuas, puffins as well as wading birds large and small, sea ducks and penguins fly past the Cap from mid-August to mid-November. Later, at the first signs of approaching cold in the North, you can spot the loons, geese and ducks as they flee to the warm south.

The best places to see the Dolphins are on land.

Documents can seem such a small matter when  arranging holidays but if you don't take care to make sure you have the correct ones, it can cause real problems later!.  We've all heard horror stories of people arriving at the airport without their passport, but you will also have trouble if you are stopped by the French police and don't have the correct documents for your car, or if you have an accident without a European accident claim form.

2 Euro CoinMoney in France

Like most EU countries the Euro is the national currency. Be careful not to run short of money on a Friday as the banks close from Saturday to  Monday inclusive.  Be especially careful around public holidays when they also close.  We met someone in the Dordogne on a Friday afternoon when everything had shut for a national festival….they faced the prospect of making it through to the following Tuesday without any cash!


 

Using credit and/or debit cards  Only use cards for cash in an emergency.  It's OK to use them for meals, hotel bills etc..  Debit cards can often be used - HSBC debit (switch) cards will work in any ATM showing the "Maestro" sign.  You need to know your pin.  Your account will be debited immediately and you will be charged a handling fee and possibly a commission.


 

About travellers cheques: Consider taking some travellers cheques as they are generally safe and often insured. The only limitation is that you have to take time out to visit a bank or bureau de change to get them cashed and there is a trend for banks not to cash them - ATMs are the order of the day!  We were charged £1.75 when we made a withdrawal with our Maestro card which seemed reasonable and the exchange rate was fair.

Caravan Gas Abroad - Calor's Solution

Caravan Gas AbroadFollowing feedback from customers about the issue of cylinder availability whilst touring in Europe, Calor has launched a new scheme to offer caravanners a solution.

In order to meet the energy needs of caravanners who remain abroad for long periods, Calor will allow caravanners the 'free loan' of an additional cylinder in return for a deposit.

When the empty cylinder is returned, the deposit, less the cost of the gas, will be refunded.

The loan scheme is a result of ongoing customer feedback, and a survey carried out by Calor to identify the requirements of touring caravanners travelling to Europe. Over half the caravanners who responded to the survey travel to Europe, and a large proportion of those stay abroad for three to four weeks at a time, so are likely to require a gas refill.

The scheme will be available at any of the 55 Calor owned sites located throughout Britain and offers caravanners real peace of mind when travelling abroad.

You can order new and refill Calor gas cylinders via our dedicated online ordering system and get them delivered straight to your door.

We've put together this guide on how to connect a regulator to a range of Calor cylinders to make things easier for you, and to help ensure the safe use of Calor appliances.

Select the cylinder you are using from the list below for instructions on how to connect a regulator. Please note, instructions can vary from cylinder to cylinder, so it is important that you choose the right guide.

Remember that regulators must be included in the connection between the cylinder and the appliance, except for appliances designed to operate at cylinder pressure. The regulator is set precisely by the manufacturer to control the pressure of the supply and must not be adjusted. Replace any regulator that shows signs of wear or damage.

Carbon Monoxide

Carbon monoxide (CO) is a highly poisonous gas which can be produced if an appliance is not working correctly. It is difficult to recognise as it has no colour, smell or taste. Symptoms of CO poisoning are similar to that of a viral infection. It effects the mental ability causing a person to become incapable without knowing.

Symptoms of exposure to Carbon Monoxide:

  • Tightness across the forehead
  • Headache
  • Severe headache, weakness, dizziness, nausea, vomiting
  • Coma, intermittent convulsions
  • Depressed heart action, slowed respiration
  • If the exposure has been severe it may cause death

Following representations made to the French government, we can confirm that the French Health Ministry has modified its decision regarding access to the French healthcare system for inactive citizens from other EU countries already residing in France.


 

Prepare your vehicle and journey in advance

While road safety requires appropriate driving behaviour, it is also essential to make sure that your vehicle is roadworthy (in good working order) and to prepare your journey in advance.

Preparing your vehicle

Take your vehicle in for regular servicing by professionals and verify the general roadworthiness of your vehicle, including:

  • Condition and pressure of tyres 
  • Lights (make sure that the bulbs are placed in pairs) 
  • Battery 
  • Levels of different fluids: water, windscreen washer fluid, oil, etc. 
  • Cooling circuit 
  • Windscreen wipers 
  • Brakes

Make sure that you have a supply of complementary accessories (sunglasses, flashlights and cleaning cloths) and clean the windscreen and headlights regularly, as good visibility is also a safety requirement.


 

 

LPG refills

Until recently (winter 2004/5) it has been difficult, if not impossible, to get fixed LPG tanks refilled in spain. The situation has now changed and the following is a list of LPG stations that are reported to be able to fill LPG tanks

Providing the perfect parking place

It is now even easier for motorhome owners to enjoy the sights and sounds of Bury St Edmunds after specialist parking spaces were created in the heart of the historic market town.
St Edmundsbury Borough Council has created five spaces in the Ram Meadow car park which are entirely dedicated for motorhome use. The spaces, which are extra wide and long, have been specially marked out and are only a short walk from the town's main tourist attractions, including Moyse's Hall Museum, the award-winning Abbey Gardens and the newly completed tower of St Edmundsbury Cathedral. An all day stay is charged at £1.20, there are no height restrictions at the site and public toilets lie close-by.



Cllr Terry Clements, council Portfolio Holder for Transport, Planning and Leisure, said:
"St Edmundsbury has really gone the extra mile by providing these specialist spaces in the heart of the town centre to give visitors easy access to the sights and sounds of Bury St Edmunds. We are delighted to be able to offer dedicated parking for motor homes - which is fairly unique in the UK - and hope it will encourage even more tourists to visit the borough."
David Tofts, a member of the Camping and Caravan Club caught the motorhome bug earlier this year. He said:
"Motorhomes are becoming even more popular with more and more new registrations every year, but not all towns in this country welcome them. With height restrictions or a complete ban on motorhome parking at car parks, some towns actively discourage them."
Mr Tofts added:
"In France the opposite is true - with even the smallest towns providing good parking facilities for them. So I am very pleased that Bury has now joined the league of motorhome parking friendly towns. Well done Bury St Edmunds!"

Weight Explained
Maximum Technically Permissible Laden Mass (MTPLM)
Maximum Vehicle Weight, Gross Vehicle Weight (GVW), and
Maximum Technically Permissible Laden Mass (MTPLM) all refer
to the legal maximum loaded weight including all occupants of a
motorhome. Converters of motor caravans can have the vehicle weight
re-assigned both up and down. The MTPLM should not be confused
with the Gross Train Weight (GTW) a higher figure that specifies the
maximum combined weight of the motorhome when towing a trailer.
